The Halloween Event that launched yesterday with the Login event was scheduled to have 100% loot drops from ships, and changes to Interceptors going live today. Unfortunately, a tweet from CCP Rise just after downtime informed everyone that there were issues with the loot drops and it was not live.
We had a deployment issue with the Halloween update #tweetfleet – Loot drop isn't live yet but we're working on it. Sorry!

This was followed shortly afterwards with a news article from CCP stating that both the loot drops and the Interceptor changes would be delayed by 24 hours. This means that both of these go live at downtime on October 30. The events will now run until November 6 instead of November 5.
